The following was read the second time:                                        
                                                                               
HOUSE CONCURRENT RESOLUTION NO. 20                                            
Authorizing a recess by the Senate and the House of                           
Representatives for a period of more than three days.                          
                                                                               
                                                                               
Amendment No. 1 was offered  by Representative Kemplen:                         
                                                                               
Page 1, line 4:                                                                
	Insert:                                                                       
                                                                               
	"WHEREAS the state's fiscal dilemma is the most pressing issue              
facing the legislature; and                                                    
                                                                               
	WHEREAS  a sense of common cause is necessary before a long                 
term fiscal solution can be created; and                                       
                                                                               
	WHEREAS this common vision for the state is best developed                  
through dialogue between Alaskans from different regions of the state;

	"FURTHER RESOLVED that adequate funds be identified by                      
legislative council for the purposes of allowing interested legislators to     
travel to the major regional centers of Alaska, those being Kenai,             
Bethel, Fairbanks, Ketchikan, Kotzebue, Palmer, Kodiak, Barrow,                
Dutch Harbor, Valdez, and Anchorage.  The purpose of which is for              
the legislature, as a whole, to engage Alaskans in a dialogue about the        
real needs of our state during the recess from March 9th through               
March 16th; and be it                                                          
                                                                               
	FURTHER RESOLVED that a summary report be produced by                       
this legislative fact-finding group and presented to the full legislature      
by March 30, 2000."                                                            
                                                                               
                                                                               
Representative Kemplen moved and asked unanimous consent that                  
Amendment No. 1 be adopted.                                                    
                                                                               
Representative Green objected.                                                 
                                                                               
The Speaker ruled Amendment No. 1 out of order stating that it was             
not germane to the resolution.                                                 
                                                                               
                                                                               
Representative Berkowitz appealed the ruling of the Chair.                     
                                                                               
The question being:  "Shall the ruling of the Chair be sustained?"  The

	FURTHER RESOLVED by the Alaska State Legislature that, for                  
each day of the recess authorized by this resolution, each legislator          
shall elect to receive only                                                    
		(1)  travel per diem or reimbursement for travel costs; or
